A new CFR publication is created annually, with new regulations with the force of law. Thanks for sharing the strict liability guideline. I suppose all citizens are required to read the new CFR yearly to avoid jail time.

It occurs to me that the Marshall's service could be enhanced where agencies could draft an armed Marshall to effect an arrest rather than each agency having an armed force.
