For 12 of the past 16 years there has been a Democrat in the White House, but the Senate's "Tradition" has been the main driver in destroying an independent judiciary.
There are 677 authorized full-time district court judgeships in the federal judicial system. This is the “Trial Court” level of the federal judiciary. When they become vacant, these judgeships are filled by the President, with the “Advice and Consent” of the Senate. This “Advice and Consent” role has been developed by the Senate to include a procedure by which the “home state Senators” — the state where the Judgeship is open — have an effective veto power of any nominee.
